Director of Engineering

JOB SUMMARY:
The Director of Engineering is responsible for supervising and managing the planning, organizing, and directing the activities of the engineers in the Department. This position is responsible for the long- and short- range planning, engineering design, construction, maintenance, and inspection of transmission and distribution facilities, load growth, demand forecasting, and environmental and regulatory compliance to assure adequate system capacity and service reliability. Insure the members and customers are receiving the highest level of electrical utility service minimal outages.
Director of Engineering directs and supervises the work of:
  • Engineering Supervisor
  • System Operations Supervisor
  • Senior Capital Project Coordinator
  • Capital Project Coordinator
EDUCATION, TRAINING AND EXPERIENCE:
Bachelor's Degree in Electrical Engineering and Registered Professional Engineer certificate is preferred. Five (5) or more years of experience in electric utility system engineering design and construction is required. Management experience is preferred.

ESSENTIAL FUNCTIONS AND DUTIES:
1. Direct the planning and engineering design of the electrical transmission and distribution system, including substations, to meet long- and short- range system needs
2. Plan, develop, and implement capital projects for all of the cooperative’s distribution system additions for new customer connections
3. Evaluate effect of potential new loads on system integrity
4. Analyze and recommend electrical load improvements to the electrical transmission and distribution system, including substations retrofit projects
5. Supervise, schedule, coordinate, and conduct electrical equipment performance testing
6. Perform electrical load studies, manage arc flash compliance, evaluate electrical gear capacities, and transformer loading
7. Understand and be able to utilize all tools and testing methods available for monitoring and testing cable, transformers, and switchgear
8. Possess engineering knowledge in grounding, fault analysis, short circuit analysis, and symmetrical components
9. Develop cost/benefit analysis
10. Develops specifications, evaluates proposals, and recommends purchasing of materials and equipment required for the cooperative’s electrical transmission and distribution system, including substations
11. Direct and coordinate the work and employees assigned to the Engineering Department who are direct reports
12. Assist in technical training of System Engineers
13. Develop programs that assure overall system standards in accordance with NESC, OSHA and United Power's standards, codes, policies and procedures
14. Identify and assure compliance with legal requirements and government reporting regulations pertaining to OSHA, EPA, NERC, NESC, and FERC
15. Track compliance of reliability standards and notify departments of compliance issues and deadlines. Ensure the implementation of mitigation plans for areas of non-compliance of reliability standards
16. Maintain compliance with applicable ERO Reliability Standards and the Internal Compliance Program (ICP)
17. Develop and maintain appropriate business process maps, databases and spreadsheets for benchmarking Cooperative operations and ensuring compliance with applicable ERO standards
18. Assist in the development of the Engineering Department budget
19. Assist in the preparation, review and/or research of engineering contracts, agreements, correspondence or information
20. Develop and insure the implementation of departmental and individual goals and objectives through continued monitoring and review of individual performance
21. Contribute to organizational planning that evaluates structure, position responsibility, and manpower forecasting within department
22. Perform duties in accordance with all policies, rules, regulations and laws pertaining to United Power
23. Serve members/customers by taking appropriate action on requests and questions promptly
24. Maintain effective communication with other departments to assure coordinated efforts and understanding in carrying out objectives. Work to obtain mutual agreement on problems involving coordination
25. Performs such other duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practices

KNOWLEDGE, SKILLS AND ABILITIES:
1. A thorough working knowledge of distribution and transmission system engineering design, substations, construction, and maintenance specifications and standards
2. Knowledge pertaining to standards set by the National Electric Safety Code (NESC), Occupational Safety and Health Act (OSHA), and all other applicable federal, state, and local standards
3. Ability to communicate effectively in oral and written form
4. Knowledge of computer skills that include spreadsheet, word processing and mainframe computer skills such as inquiry, data entry and printer operation skills
5. Ability to read, write and perform arithmetic
